An expended runestone of power recharges its capacity after 24 hours. Filigrees are ingredients, found during questing, that can be added to a Sentient Weapon or Minor Artifact to increase its power. However, if the keystone is selling for more gold than you think you could have made in the time you would have otherwise spent archaeolgy-ing, then sell the keystone on the AH if you found it, or don't buy it yet if you didn't. If you think that in the time it would have taken you to find a dig for that race and dig it up on average that you could have made more gold doing other things (dailies, playing the AH, hawking your wares in trade chat), then by all means, use that keystone to free up time for other things. You have to judge what your time is worth versus what the worth of the keystone is on the AH. (3 digs per site, each dig having a chance of giving you 3,4, or 5 fragments, or 4 on average. At this time, I believe it wise to use keystones wherever you can and to not complete a project that allows for one until you have one.
